Scientific and Technological Innovation Drives the Transformation and Upgrading of theCounty Economy

In 2023, Xian County has successfully advanced from Class C county to Class B county. To achieve the leap to Class A county, the County Science and Industry Bureau has implemented a series of measures. The county’s science and technology improvement plan encompasses five categories of primary indicators and 17 secondary indicators, including innovation investment, innovation subjects, and innovation conditions, and covers numerous key tasks such as local financial science and technology expenditure, high-tech enterprises, small and medium-sized science and technology enterprises, research and development expenditure, scientific and technological innovation platform, and invention patents.

Institutional guarantee, with scientific and technological innovation as the orientation. Adjust and improve the leading group for science and technology innovation work, formulate the Implementation Plan of Xian County’s 2024 Science and Technology Innovation Improvement Plan from B County to A County, further clarify the objectives of science and technology innovation work, and consolidate the responsibilities of various functional departments.

Accurate publicity, full coverage of policies benefiting enterprises. Conduct policy rotation training for Xianxian Economic Development Zone and key enterprises in 18 townships; Select enterprises that meet the application project for one-on-one and face-to-face publicity, and accurately push policies to ensure the success rate of project application; Utilize China Unicom, telecom, and mobile operators to push over 500,000 policies benefiting enterprises, significantly enhance the awareness of policies, and pave the way for the development of various scientific and technological innovation works.

Tracking service, implementation of science and technology projects. The county Party Committee and the county government issued the mobilization order of “100 cadres guaranteeing 100 enterprises”. Each service enterprise team will move the office entrance forward to take the pulse of the enterprise and provide tracking service to ensure the landing of the science and technology project.

Accelerate the pace of innovation in industrial R&D institutions. Xianxian’s traditional characteristic industries have issues such as low R&D investment and low added value of science and technology. The county bureau of industry and commerce, through a large number of visits and surveys, developed the “one enterprise one policy” strategy based on the R&D capacity of enterprises, in accordance with the establishment requirements of provincial, city, and county (A, B, C) level industrial R&D institutions, with weekly scheduling and monthly summary, focusing on regulating the coverage of R&D institutions in enterprises.

We will increase investment in research and development. To fully exert the guiding role of policy funds in leading innovation and development, and actively create a favorable environment for innovation and entrepreneurship, the county has continuously intensified the publicity of the policy of additional deduction for scientific and technological research and development, and stimulated the enthusiasm of scientific and technological research and development investment.

We will intensify the cultivation of innovative entities. According to the development strategy of classified promotion, echelon development, and dynamic management, the county’s innovation subjects have formed a cultivation system of provincial science and technology SMEs – high-tech enterprises – science and technology leaders, and established a gradient cultivation mechanism of “micro growth, small rise and high growth”. Up to now, there are 61 high-tech enterprises in the county, 751 provincial science and technology SMEs, 64 national science and technology SMEs, and 36 specialized and special new enterprises.

Build a technology research and development platform. To gather research and development strength and form an innovation force, Xianxian has declared three “industrial technology innovation alliances” for Jianyi Building Materials, meat duck breeding, and plastic pipes, each of which has over 11 industrial chains. 16 enterprises have been approved as high-tech enterprises in the alliance, and more than 180 intellectual property rights have been declared. It has effectively promoted technological innovation and transformation and upgrading in the three industries.

Strengthen cooperation with research institutes. Actively promote the cooperation between agricultural planting cooperatives and agriculture-related enterprises and scientific research institutes such as the Provincial Academy of Agriculture and Forestry Sciences and the Cangzhou Academy of Agricultural Sciences, invite experts and professors to impart skills and enhance the level of agricultural science and technology. Currently, 12 cooperatives in the county have declared “star creation world”.

Strengthen cooperation with universities. Organize and facilitate the signing of cooperation agreements between three industrial technology innovation alliances, two provincial technology innovation centers, and three industrial technology research institutes and relevant universities, and conduct in-depth cooperation on research and achievement transformation in relevant fields.
