To build a national community of shared future in cyberspace
President Xi Jinping pointed out that the Internet is the common home of mankind. All countries should work together to build a community with a shared future in cyberspace, promote the connectivity and shared governance in cyberspace, and contribute to a better future for mankind.
In the face of more complex and uncertain factors and challenges in the era of digital intelligence,whether the international community should allow geopolitical confrontation, and competition to escalate is a major issue faced to all countries, especially major countries. If the countries chose the former, human society may enter an uncontrollable era, and the development of science and technology will bring about large-scale conflict, confrontation and regression of civilization. If the latter is chosen, the international community will, on the basis of sharing and common governance, jointly respond to the threats and challenges to the security by the digital technology, and bring peace, prosperity and civilization progress to the world.
China brought out the proposal of building cyberspace fate community initiative and full cooperation model hand in hand which is based on sovereign equality, peace, security, open cooperation of foreign strategy, to give full play to the technology, data and security of public product properties, by coordinating the interests and promote cooperation, help to realize the global level of digital economy development quality and high level of security dynamic balance. In practice, in the face of the anarchy international community, especially the national security environment with increasing uncontrollable risks in the digital age, how to promote the building of a community with a shared future in cyberspace?
First, the international community should fully realize that common security is an effective way to deal with the digital security dilemma. Looking back on the development of the Internet for more than half a century since the birth, while innovating the way of human production and life, the security risks facing the Internet are still expanding. Due to the lack of effective cooperation between countries, the security deficit and governance deficit in cyberspace are increasing. Driven by strong insecurity, some countries pursue narrow self-security by increasing their own security input and taking aggressive unilateral security measures. However, due to the characteristics of cyberspace security risks across national boundaries and the integration of multiple fields, it will only lead to more insecurity. The advent of the era of digital artificial intelligence is like a potentially powerful risk “amplifier”, which is likely to bring huge security risks to human beings in the disorder of cyberspace. Cyberspace may also have reached a critical moment now. If the development of science and technology does not necessarily bring to the progress of human civilization, and human history is always a cycle between progress and regression, then the first condition for us to get rid of the regression to the path of progress is that all countries should establish the concept of common security.
Second, Justice and rationality is the basic requirement for the establishment of the international order in cyberspace. Fairness is mainly manifested in respect for the cyber sovereignty of all countries. The principle of sovereign equality is the basic code of conduct in modern international relations and the premise and foundation for building a community with a shared future in cyberspace. Since the essence of international cooperation is the transfer of sovereignty, the international order in cyberspace can only be built on the basis of voluntary obedience of countries, otherwise the sovereignty equality between countries cannot be reflected. The rationality is mainly manifested in the balance of rights and responsibilities of a country, and the balance of rights and responsibilities is a recognized principle of international law, which is particularly important for the construction of the current international order in cyberspace. Since cyberspace is a man-made space based on technology, some countries control the huge power by virtue of the absolute advantage of the pioneers, they should assume greater international obligations as the technological ecology is increasingly integrated and the digital divide continues to widen. From the Internet era to the era of digital artificial intelligence, countries have built “fences” of sovereign borders in cyberspace to safeguard national security. Only a fair and reasonable distribution of rights and responsibilities can be called a “good fence”, which is the guarantee for the continuous progress of the building of a community with a shared future in cyberspace.
Third, The effectiveness of actions is an important consideration in promoting the building of a community with a shared future in cyberspace. Avenue to simple, to do. Based on the concept of common security and the principle of justice and reasonableness, the key to building a community with a shared future in cyberspace lies in promoting effective collective action. To far, the negotiations on the UN Convention against Cyber crime are the most effective collaboration of the international community in the field of cyber security. Although the US and the West believe that the Cybercrime Convention, concluded in Budapest, Hungary in 2001, has become the international norm against cyber crime, the important reason why they are willing to renegotiate is that the expected benefits of cooperation exceed the differences of interests. Countries, by contrast, in cyber warfare, cyberspace responsible conduct, international law, and many other issues have failed to agree, on the one hand is due to the strategic cognition of network space security differences, on the other hand also because of the severity of cyberspace security threat is not enough to make countries put down the interest differences and common response. The arrival of the era of strong artificial intelligence may become an important node in the development history of cyberspace security. In the face of the risk of uncontrolled security or even human extinction caused by artificial intelligence, the international community should work together in times of trouble to implement the concept of a community with a shared future in cyberspace with effective collective actions.
