The 2019 National Culture and Technology Demonstration Base Declaration commences

The ministry’s website publishes “The <Notice> on the 2019 Declaration of the National Cultural and Technological Integration Demonstration Base”, hereafter referred to as <The Notice>, which aims to accelerate the integration of culture and science and technology, and to strive to create a demonstration area, policy system and pilot field for the first test of the management mechanism of cultural and technological integration, and a pioneer of the innovation and development of cultural science and technology industry.

It is reported that, <The Notice> requires The Ministry of Science and Technology, the Central Propaganda Department, to work with the Central Network Information Office, the Ministry of Culture and Tourism, the General Administration of Radio and Television, to carry out the 2019 National Cultural and Scientific and Technological Integration Demonstration Base declaration work.  The areas of focus of the declaration are: culture and art, press and publication, radio, film and television, cultural tourism, creative design, cultural relics protection and utilization, public cultural services, etc.

This declaration base is divided into two categories: one is the cluster base, refers to relying on the national high-tech industrial development zone, the national sustainable development experimental zone, as well as the relevant departments identified as the national cultural park, with a clear scope of boundaries and professional management institutions, can gather a number of cultural and technological integration related elements and enterprises, and specific areas that provide corresponding infrastructure guarantees and public services for the integration of culture and technology. The other category is unit-type base, which refers to enterprises (or institutions) that have made outstanding achievements in the field of cultural and technological integration and development, are in a leading position in the field and have leading and exemplary advantages.

<The Notice> specifies the conditions for the declaration of two types of bases, specifically, the application for a cluster base should have the following conditions:

1. Clearobjectives The base should have a clear development orientation, objectives and plans, to solve the cultural and technological integration of “last kilometer”, or its complement board has a certain degree of exploration, and in the cultural and technological innovation value chain, has technology research and development and integrated application, technical standard seeking, technology transfer, industrial technology alliance and so on, and has representation and exemplary in the country or the province and region.
2. Strong demonstrationThe number of cultural and technological enterprises in the base reaches a certain scale, total annual operating income not less than 1 billion yuan, within which enterprises with operating income for the cultural industry to provide technical services not less than 20% reaches 10+.
3. Managementspecifications The base has clear boundary, professional management and operation agencies, and has a full-time department and full-time staffs responsible for promoting cultural and scientific and technological
4. Completefacilities The base should set up efficient professional public service platform, and establishes or imports cultural and technological industry fund, which can provide business incubators, financing promotion, information exchange, personnel training, marketing, management consulting, intellectual property protection and other services for various institutions in the field of cultural and technological

The following conditions should be met for the application for a single type base:

1. Distinctivefeatures  Has outstanding performances in the field of cultural and scientific and technological integration and transformation.  Has representative result in the new technology industrialization and application promotion.  Has obvious effect in the employment of new technology to enhance the level of cultural services having certain impact in the industry.
2. Outstanding mainbusiness  Main business should focus in the integration of culture and science and technology and the main business income in an industry leading position.  Science and technology enterprises for the cultural industry have to generate >50% of total income from support of the relevant products. Cultural enterprises and institutions employing new technology to develop new cultural services business or new products need to take up >10% of the business types or quantity.
3. Stronginnovation Total spent on R&D and the purchase of technical services should account for >3% of the total revenue in the same period, with patents, trademarks, copyrights and other independent intellectual property rights as a pioneer.  Possess at least 3 technological transformed achievement in the last three years which were being adopted by at least 10 cultural enterprises and institutions. Personnel with bachelor’s degree or above account for more than 50% of the total number of employees in the prevailing year.
4. Management specifications There are full-time departments and full-time staffs responsible for promoting cultural and scientific and technological integration.

“The Notice” points out that the Ministry of Science and Technology, the Central Propaganda Department, in conjunction with the Central Network Information Office, the Ministry of Culture and Tourism, the General Administration of Radio and Television, based on the results of field research, combined with the national strategic layout, comprehensive consideration of regional, structural, representative and other factors, determine the proposed list of bases to be identified and announced. Upon no objection or invalid objection, it shall be officially issued.

“The Notice” also clarifies the number of proposals.  The number of bases recommended from provinces, autonomous regions, municipalities directly under the Central Government, planned individual cities, Xinjiang Production and Construction Corps science and technology administrative departments and the party committee propaganda department should not be >3, within which concentration base cannot be >1. The number of single-type base recommended from Zhongguan Zhongheng Cultural Science and Technology Innovation Service Alliance is <5.

Provinces, autonomous regions, municipalities directly under the Central Government and the Ministry of Science and Technology (Committee, Bureau), Propaganda Department of the Party Committee, Xinjiang Production and Construction Corps Science and Technology Bureau, Party Committee Propaganda Department:

In order to implement <The Outline of the National Innovation-Driven Development Strategy>, <The Outline of the National Cultural Development Reform Plan for the 13th Five-Year Plan>, <The Outline of the National Cultural Science, Technology And Innovation Project> and <The Guidance on Promoting the Indepth Integration of Culture and Science and Technology>, we will accelerate the integration of culture and science and technology, and strive to build a demonstration area for the indepth integration of culture and science and technology, a pilot of the policy system and management mechanism, a pioneer of the innovation and development of the cultural, scientific and technological industry.  Following <The National Cultural and Technology Integration Demonstration Base Recognised Management System <The Test>>(National Techno Development (2018) # 72) related requirements, the Ministry of Science and Technology, the Central Propaganda Department will work with the Central Network Information Office, the Ministry of Culture and Tourism, and the General Administration of Radio and Television will carry out the declaration work for  the national cultural and technology integration base. Related notices are:

A. Categoryof declaration

One category is a unit-type base, which refers to enterprises (or institutions) that have made outstanding achievements in the field of cultural and technological integration and development, are in a leading position in the field and have leading and exemplary advantages.

The key areas of this declaration: culture and art, press and publication, radio, film and television, cultural tourism, creative design, cultural relics protection and utilization, public cultural services

B. Theconditions of declaration
(1) The following conditions shall be met in applying for a concentration base

a.Clear objectives

The baseshould have clear development position, objectives and plans, to solve the cultural and technological integration of “last kilometer” or complement board has a certain degree of exploration, and representation and exemplary, in the cultural and technological innovation value chain technology research and development and integrated application, technical standard seeking, technology transfer, industrial technology alliance and so on in the country or the province and region.

b.Strong demonstration

The number of cultural and technological enterprises in the base reaches a certain scale, the total annual operating income not less than 1 billion yuan, of which the number of enterprises with operating income for the cultural industry to provide technical services not less than 20% has to be >10.

c. Management specifications

d. Efficient facilities

The base should set up an efficient professional public service platform, and establish or incorporate a cultural and technological industry fund, which can provide business incubators, financing promotion, information exchange, personnel training, marketing, management consulting, intellectual property protection and other services for various institutions in the field of cultural and technological integration.

(2) The following conditions shall be met in applying for a unit-type base 

a. Distinctivefeatures

Has outstanding performances in the field of cultural and scientific and technological integration.  Possesses driving effect in the new technology industrialization and promotion of the application.  Has influence in the use of new technology to enhance the level of cultural services.

b. Outstanding core business

Core business should focus on the integration of culture and science and technology with income in the industry leading position within which >50% has to be generated from supporting related enterprises.  >10% of the enterprises’ product types or quantities has to be in the deployment of new technology in new cultural services.

c. Stronginnovation

Spending on R&D and the purchase of technical services should be >3% of the total sales revenue in the same period, with patents, trademarks, copyrights and other independent intellectual property rights in the industry leading level.  In the last three years, scientific and technological transform achievements have to be >3 and were adopted by more than 10 cultural enterprises and institutions, Personnel with bachelor’s degree or above account for more than 50% of the total number of employees in that year.

d. Managementspecifications

Has full-time departments and full-time staffs responsible for promoting cultural and scientific and technological integration.

C. Declaration requirements

1.The method of declaration

Written application on paper required. Please visit the Ministry of Science and Technology official website (www.most.gov.cn) to download the relevant documents to fill in.

2. Declaration materials

A. The following materials are required to declare the cluster base:

(a) Declaration Form of the National Demonstration Base for Cultural and Technological Integration (cluster category) (see annex 1).

(b) A table of the number of enterprises in the base (see annex 2).

(c) Declaration (including the base area map, space and functional layout, development and status quo, industrial base, cultural and technological integration status, benefit analysis, supporting public services, core competitiveness, technical standard-setting, technology transfer, policy support, management institutions and management system, etc.).

(d) The base’s medium- and long-term development strategy plans (including development positioning, main objectives, industries with advantageous, key tasks, specific initiatives, expected benefits, cultural and technological application promotion, corresponding annual promotion plan, etc.).

(e) National and provincial awards, honors and support received in the past 3 years (since commencement date if establishment is less than 3 years).

B. The following materials are required to declare the unit-type base

(a)Declaration Form of the National Demonstration Base for Cultural and Technological Integration (unit-type category) (see annex 3).

(b) Declaration (including development history, introduction of major products and services, management system and organizational structure, social and economic benefits analysis; the status of the main business in the industry or the field, the role of demonstration and brand influence; the transformation of scientific and technological achievements and the promotion and application of new technologies analysis; innovation ability analysis, etc.).

(c) The base’s medium- and long-term development strategy plans (including development orientation, main objectives, key tasks, specific initiatives, expected benefits, progress of key technologies in cultural focus areas, effectiveness of the promotion and application of new technologies, corresponding annual promotion plans, etc.).
(d) National and provincial awards, honors and support received in the past 3 years (since commencement if establishment is less than 3 years).

(e) If the base is for an enterprise, the following materials shall be provided: a copy of the business license, the organization code certificate, the tax registration certificate.  If the enterprise registration mode is three certificates in one, only a copy of the business license shall be submitted.  Audited annual financial reports in the past 2 years.  Credit report from account banker.  Tax completion certificate from Tax Department.

(f) If the base is the operation business, the following materials shall be provided: a copy of the legal person certificate of the institution, the code certificate of the organization, the tax registration certificate, if the registration mode of the institution is  3 in 1, only the unified social credit code certificate of the institution shall be submitted.  Financial reports for past two years.

Photocopies of the above materials should be stamped with the declaration unit’s official seal and originals should be presented for verification upon submission.  An electronic version of the CD for all declarations is required at the same time.

 (3)Declaration procedure

a. Organizationdeclaration

The government of the base location shall take the lead in establishing a leading group and management office for base construction (management), organize the cluster base and the unit base to make a declaration, and send the declaration materials to the provincial science and technology administrative department at the local level. =

b. Reportrecommendations

When the scientific and technological administrative departments of the provinces, autonomous regions, municipalities directly under the Central Government, cities directly under the Central Government and Xinjiang Production and Construction Corps receive the declaration materials, they shall, together with the Propaganda Department of the Party Committee, examine the declaration materials and, after soliciting the opinions of the relevant departments such as the Network Information, The Arts and Tourism, the Radio and Television, the Scientific and Technological Administrative Department and together with the Propaganda Department of the Party Committee, sign the recommendation letter, and at same time, fill out the national cultural and scientific and technological integration demonstration base declaration summary form (see annex 4), together with the declaration materials (two copies and electronic version of the CD-ROM) , submit to the National Cultural and Technological Integration Demonstration Base Management Office (High-tech Division of the Ministry of Science and Technology).

Zhongguancun Zhongheng Cultural Science and Technology Innovation Service Alliance has the recommendation qualification of an unit-type base.  Follow the above procedure to recommend.

c. Review organization

(a) Compliance audit: the national cultural and technological integration demonstration base management office conducts audit with the declaration of materials;

(b) Expert Letter: national culture and science and technology integration demonstration base management office organizes experts to conduct a letter assessment of the base that has passed the compliance audit;

(c) Conference review: the national cultural and scientific and technological integration demonstration base management office, based on the results of the letter, organizes the base management to attend a conference review;

(d) Field audit: The Ministry of Science and Technology, the Central Propaganda Department, together with the Central Network Information Office, the Ministry of Culture and Tourism, and the General Administration of Radio and Television shall, in accordance with the results of the conference review, determine the list of bases to be investigated and surveyed.

(f) Eligibility confirmed: The Ministry of Science and Technology, the Central Propaganda Department, together with the Central Network Information Office, the Ministry of Culture and Tourism, and the General Administration of Radio and Television, based on the results of field research and combined with the national strategic layout, comprehensively consider regional, structural, representative and other factors, determine the proposed list of bases to be identified and announced. If there is no objection or invalid objection, it shall be officially issued.

(4) The number of submissions

The total number of bases recommended by the scientific and technological administrative departments of the Xinjiang Production and Construction Corps and the Propaganda Department of the Party Committee shall not exceed 3, of which cluster base cannot be >1.   Zhongguancun  Zhongheng Cultural Science and Technology Innovation Service Alliance recommended <5 unit bases.

(5) The time of declaration

Provinces, autonomous regions, municipalities directly under the Central Government, planning single-listed cities, Xinjiang Production and Construction Corps Science and Technology Administration Department and Party Committee Propaganda Department, Zhongguancun Zhongheng Cultural Science and Technology Innovation Service Alliance are requested to submit the declaration materials (two copies and electronic CD-ROMs) to the Ministry of Science and Technology by October 30, 2019.
