Capitalizing on its dual advantages in the film and television sector and intelligent computing power, Songjiang is targeting the new “AI + Digital Content” track. The goal is to gather over 100 industry chain enterprises, achieve total revenue exceeding 1 billion yuan, and cultivate no fewer than 5 leading or chain-owner key enterprises by 2028.

Regarding spatial layout, Songjiang is establishing a development pattern featuring “core leadership and linked radiation.” The Shanghai Film Group Haopu Smart Industrial Community in Chedun Town serves as the core carrier, linking approximately 400,000 square meters of industrial space, including Qiming Film Base, Ludong Industrial Base, and the 1905 Film Industrial Park, to create a clustering effect. On February 4, the Shanghai Film Production 2026 AIGC High-Quality Short Drama Conference was held at the Haopu Smart Industrial Community, unveiling over ten works across three major series, including “Spirit Detective 2” and “Xiadu Golden Dragon Hundred-Child Robe.” All projects utilized an “AIGC full-process assistance + manual creative optimization” model. Leveraging the community’s 1,000-square-meter green screen virtual production studio and dedicated computing power pool, production costs were significantly reduced and efficiency greatly improved. At the conference, the Songjiang District Culture and Tourism Bureau and the District Data Bureau provided detailed explanations of the special policies. The policies cover the entire chain, from project investment and technology R&D to computing power construction and cultural “going global,” with individual support reaching up to tens of millions of yuan: up to 30 million yuan in funding for intelligent computing center construction, up to 20 million yuan for large model R&D support, and up to 10 million yuan for major cultural tourism and film & television project investments. The Technology Film and Television Industry Innovation Center, built leveraging Shanghai Film Group’s resources, will further solidify the foundation of the film technology industry.
