With the official release of the “Songjiang District ‘AI + Digital Content’ Industry Cluster Construction Action Plan (2026-2028)” and the centralized signing of several key projects at the district’s 2026 Investment Promotion and Enterprise Service Conference on February 27, a new industrial landscape, empowered by AI and focused on digital content innovation, is rapidly taking shape in the “Cradle of Shanghai.”

As the core hosting area, Chedun Town, leveraging its deep-rooted film and television industry foundation and precise policy implementation, is emerging as the frontline of this digital intelligence transformation.

Targeting a New Track, Comprehensive Policy Framework Takes Shape

Seizing the opportunities presented by the digital content industry, Songjiang has introduced a clear action plan. Capitalizing on its dual advantages in the film and television sector and intelligent computing power, Songjiang is targeting the new “AI + Digital Content” track. The goal is to gather over 100 industry chain enterprises, achieve total revenue exceeding 1 billion yuan, and cultivate no fewer than 5 leading or chain-owner key enterprises by 2028.

Regarding spatial layout, Songjiang is establishing a development pattern featuring “core leadership and linked radiation.” The Shanghai Film Group Haopu Smart Industrial Community in Chedun Town serves as the core carrier, linking approximately 400,000 square meters of industrial space, including Qiming Film Base, Ludong Industrial Base, and the 1905 Film Industrial Park, to create a clustering effect. Within the community, the city’s first dedicated computing power pool for the film and television industry will be built. Plans also include an intelligent innovation incubation space, a digital business center, and over 400 youth apartments, creating an integrated industrial ecosystem encompassing creation, production, living, and leisure.

“We are not just providing physical space; we are building a full-cycle support system covering ‘production, incubation, and services,'” said Xi Yue, Deputy General Manager of the Shanghai Film Group Haopu Smart Industrial Community. He explained that through the “computing power pool + application scenarios” model, entrepreneurs can conveniently access top-tier film and television computing resources.

Technology-Driven Change, Breakthroughs in High-Quality Content Creation

The effects of the policy are already visible in content creation. On February 4, the Shanghai Film Production 2026 AIGC High-Quality Short Drama Conference was held at the Haopu Smart Industrial Community, unveiling over ten works across three major series, including “Spirit Detective 2” and “Xiadu Golden Dragon Hundred-Child Robe.” All projects utilized an “AIGC full-process assistance + manual creative optimization” model. Leveraging the community’s 1,000-square-meter green screen virtual production studio and dedicated computing power pool, production costs were significantly reduced and efficiency greatly improved. Last year’s hit short drama, “Spirit Detective,” saw its production cycle nearly halved and costs reduced by approximately 70% compared to traditional methods.

“Technological iteration allows creativity once limited by cost and technical constraints to be realized. This is a new opportunity for content creators,” Xi Yue stated.

At the conference, the Songjiang District Culture and Tourism Bureau and the District Data Bureau provided detailed explanations of the special policies. The policies cover the entire chain, from project investment and technology R&D to computing power construction and cultural “going global,” with individual support reaching up to tens of millions of yuan: up to 30 million yuan in funding for intelligent computing center construction, up to 20 million yuan for large model R&D support, and up to 10 million yuan for major cultural tourism and film & television project investments. The Jingwen Investment Haowen Fund also provides synergistic support, forming a closed-loop industrial development model of “district-level policy guidance + Chedun implementation + capital empowerment + enterprise innovation practice.”

Targeted Investment Promotion, Accelerating Ecosystem Development

As policy dividends are continuously released, investment attraction results are becoming evident. At the Songjiang District 2026 Investment Promotion and Enterprise Service Conference on February 27, 11 leading industry projects, 5 industrial ecosystem platforms, 3 industrial funds, and 2 strategic cooperation framework agreements were signed. The Technology Film and Television Industry Innovation Center, built leveraging Shanghai Film Group’s resources, will further solidify the foundation of the film technology industry.

Songjiang’s “AI + Digital Content” industrial布局 extends beyond film and television production. It encourages enterprises to integrate technologies such as VR/AR/MR, AIGC, and multimodal large models to develop immersive interactive content. This includes creating innovative applications like intelligent NPC interaction, digital human guides, and holographic performances, continuously expanding the value boundaries of digital content.

As the core hosting area, Chedun Town has already gathered over 30 digital content enterprises. A Chedun Town official stated that they will closely follow the district’s overall deployment, continuously strengthen computing power support, optimize industrial services, and deepen industrial integration, striving to build the core growth pole for the “AI + Digital Content” industry.
