Cartoon Forum is a pitching & co-pro forum for animated TV projects. For 3 days, producers have the opportunity to pitch their project in front of 1000 broadcasters, investors and other potential partners from 40 countries. Since its creation in 1990, 956 series found financing, representing a total budget of 3,43 billion EUR.This year, it will be held from 18-21 SEP. 2023 • TOULOUSE In total 78 television series or specials have been chosen from 120 submissions. The selected works represent 475 hours of content with a total budget of €398.5 million — an average of €13,982 per minute.
Facts & Figures:
- Content for Children dominates the lineup, accounting for 58% of titles, followed by Preschool (22%), Adults (14%) and Family audiences (6%).
- 24 projects (31%) are already co-productions, among them 13 projects (17%) involving two or more countries.
- 18 new companies (23%) have not pitched at any Cartoon event before.
- Four projects previously pitched at Cartoon Springboard made it to Cartoon Forum: 9 Million Colors by Bionaut (Czechia), Apocalypse Mojito by Passion Paris (France), Exit Tales by Storyhouse (Belgium) and Happily Never After produced by Helium Film (Czechia) and co-produced by Reynard Films (Denmark).
- Project produced in the territory (Toulouse / Region Occitanie) are Pil’s Adventures (TAT Productions) and School Monitors (Xbo Films).
Created in 1990, Cartoon Forum is a unique event focusing on pitching sessions of pre-selected TV projects, where animation producers can find cross-border partners and speed up financial arrangements.
It allows co-productions to be finalised, pre-buys agreed, negotiation of distribution agreements, options discussed on every type of right, and licensing of secondary rights.
30 MINUTES TO CONVINCE THE BUYERS
The pitching sessions are the core element of the Cartoon Forum; each project is presented in 30 minutes to all potential partners gathered in the same room.
The screening of trailers in front of all participants during the «Croissant & Coffee Shows» gives a taste of the projects and encourages people to attend the pitching sessions.

Around the sessions, the Cartoon Forum creates golden opportunities to network: at the Welcome Dinner, the giant buffet lunches, or even on the dance floor during the Farewell Evening.

Since 1990, more than 900 projects pitched at the Cartoon Forum have secured their financing and are now in production or broadcasted worldwide.
On average, more than one project out of three presented at Cartoon Forum secures financing and enters into production.

Producers can submit a TV project (series or TV special) in development, totalling at least 26 minutes:

and not yet with all the finance assembled

Created in 1990 with the support of the MEDIA Programme, Cartoon Forum has dynamised European animation by creating a true network of transborder cooperation and by restoring confidence in the relationship between producers and broadcasters.
The results are considerable: European animation has become the leader on its own territory, the number of productions has dramatically increased and export sales are the best of any in the European audiovisual sector.
