Market Stability Meets Regulatory Overhaul: Italy’s €2.4B Gaming Sector Enters New Reform Era in 2026

Backed by steady console sales growth, Italy’s gaming market maintains solid stability, recording a consistent market volume of €2.4 billion, according to the latest industry report released by Italian gaming association IIDEA. Defying global industry fluctuations, the Italian gaming sector demonstrates strong market resilience, with clear performance highlights across console and PC game segments in 2025.
Industry data shows that EA Sports FC claimed the title of Italy’s best-selling console game in 2025, while Battlefield 6 dominated the PC gaming market as the top-performing title. The robust sales of mainstream blockbuster games have become a core pillar sustaining the overall stability of Italy’s gaming economy, reflecting local players’ enduring demand for high-quality mainstream gaming content.
While maintaining stable market scale, the Italian gaming and iGaming industry is undergoing the most far-reaching structural regulatory overhaul in years, led by the country’s customs and monopolies authority ADM (Agenzia delle Dogane e dei Monopoli). Rooted in the 2024 Gambling Reorganisation Decree (Decree 41/2024) and fully rolled out via the 2025 national licensing tender, the 2026 reform framework comprehensively reshapes market access, operational standards, financial rules, player protection and technical compliance systems, driving the sector toward standardisation, high threshold and sustainable development.
The new licensing mechanism marks a landmark market consolidation. The authorities have streamlined numerous outdated operating qualifications, finally awarding 52 concessions to 46 qualified operators. The market has shifted from a fragmented ecosystem with hundreds of active brands to a refined, high-standard competitive landscape. Notably, the license fee is set at €7 million per concession, payable in two instalments, paired with a fixed nine-year operational term that delivers long-term operational certainty for compliant operators. Meanwhile, the long-standing multi-brand “skin” model has been completely abolished, enforcing a strict one licence, one brand rule to enhance market transparency and standardized brand management.
The 2026 reform raises unprecedentedly stringent entry and operational thresholds for operators. Qualified applicants must be registered within the EU/EEA region and maintain a local registered office in Italy for tax supervision. Mandatory international system certifications including ISO 9001 (quality management), ISO 26000 (social responsibility) and ISO 27001 (data security) are embedded into concession agreements. Financially, licensees are required to pay an annual fee equivalent to 3% of net gaming revenue (NGR), plus a fixed €500,000 security bond and variable supplementary funds based on annual operating conditions.
Player protection and responsible gaming have been upgraded to enforceable core compliance obligations. The new framework introduces behavior-based adaptive deposit and time limits, which automatically adjust according to players’ age and gaming habits. Real-time pop-up reminders for session duration and spending are mandatory for all platforms. The expanded national self-exclusion registry (RUA) achieves full cross-operator coverage, enabling instant and unified restriction of high-risk players across all licensed platforms. Additionally, front-line customer service teams must complete official responsible gaming training, and operators are obligated to allocate 0.2% of annual gross gaming revenue (capped at €1 million) to responsible gaming initiatives.
Technological compliance and data supervision standards have been fully updated, with key technical protocols officially taking effect in March 2026. The newly launched Sports Betting Protocol 5.0 and Player Account Registry Protocol 3.0 standardize data interaction, wager verification and KYC information synchronization between operators and ADM, realizing full real-time supervision and traceability of all betting behaviors. Operators are permitted to deploy servers within the EEA region but must guarantee ADM’s uninterrupted real-time data access, with all transaction and user data required to be archived for up to seven years for audit inspection.
In terms of taxation and market supervision, differentiated GGR tax rates are implemented: 24.5% for online sports betting, 25.5% for online casino games and 20.5% for offline retail betting. ADM and the Bank of Italy jointly strengthen financial supervision, strictly regulating fund transactions and encrypted asset usage in the gaming sector, while expanding AML monitoring and suspicious transaction reporting mechanisms to plug industry supervision loopholes.
Despite the ongoing national advertising ban on gaming products, the Italian government has initiated discussions on relaxed, standardized advertising policies, planning to launch a responsible and controllable promotion mechanism for certified operators in 2026–2027, which will bring new growth opportunities for the regulated market.
Industry insiders stated that the 2026 regulatory overhaul is reshaping Italy’s gaming ecosystem in an all-round way. Although high entry costs and rigorous compliance standards have eliminated small and irregular operators, the reform effectively curbs grey market chaos, improves overall industry credibility, and brings stable market share and long-term development space for capital-sufficient, compliant and professional operators. With stable market fundamentals and continuous regulatory optimization, Italy will further consolidate its position as one of Europe’s most standardized and valuable strategic gaming markets.
