Japan Establishes Government-Led Anti-Piracy Coalition to Protect Anime Intellectual Property Overseas
In response to the escalating issue of overseas piracy targeting Japanese anime content, the Japanese government has announced it will spearhead the creation of a “Joint Organization for Overseas Distribution of Creative Works.” This initiative aims to establish a cross-border copyright protection mechanism, addressing the long-standing challenge of international piracy through systematic collaboration between the government and private enterprises.
According to reports from outlets such as the Nikkei Shimbun, this innovative organization will bring together major publishers, content distributors, industry associations, and academic institutions to develop a scientific framework for piracy monitoring and rights enforcement. The Japanese government will provide comprehensive support in policy guidance and funding, significantly enhancing the legal efficacy of transnational copyright protection.

Staggering Losses from Piracy
Recent data from Japan’s Ministry of Economy, Trade and Industry (METI) highlights the severity of the issue:
- Overseas sales of Japanese manga reached approximately ¥320 billion (about RMB 15.4 billion) in 2022.
- Domestic creators’ copyright income amounted to roughly ¥25.6 billion (about RMB 1.23 billion).
- Estimated losses due to piracy between 2020 and 2023 totaled a staggering ¥2 trillion (about RMB 96 billion).
The stark contrast between legitimate earnings and piracy-related losses underscores the urgent need for an effective copyright protection mechanism.
Building a Comprehensive Protection System
The new organization will focus on:
- Establishing a transnational piracy monitoring network.
- Developing technological solutions for copyright protection.
- Promoting the expansion of legal overseas distribution channels.
- Strengthening international cooperation on copyright legislation.
An official from Japan’s Agency for Cultural Affairs emphasized, “As we promote the global expansion of our content industry, it is essential to build a copyright protection system that matches its scale. This is not only about safeguarding industrial interests but also about respecting the labor and achievements of creators.”
In recent years, global phenomenon such as Demon Slayer and Jujutsu Kaisen have achieved unprecedented success overseas. However, this popularity has also led to a surge in pirate websites. Monitoring data shows that in 2023 alone, over 500 overseas piracy platforms were illegally distributing Japanese anime content, severely undermining the industry’s healthy development.
The establishment of this coalition marks a new phase in the protection of Japan’s content industry. It is expected to significantly improve creators’ earnings and foster a healthier ecosystem for the global promotion of Japanese cultural content.
