Strengthen AI education in Primary and Secondary schools
General requirements
- Cultivate talents: Ensure the correct direction of AI education and cultivate innovative talents.
- People-oriented: Build an innovative education ecology to promote the all-round development of students.
- Stimulate interest: Stimulate students’ enthusiasm for learning AI technology, cultivate scientific interest and scientific spirit.
- Overall planning: strengthen top-level design and departmental collaboration, and basically popularize AI education in primary and secondary schools by 2030.
Main tasks and measures
- Build a systematic curriculum system:
Develop AI general education guidelines and popular reading books.
Improve AI education requirements in relevant courses, and encourage the inclusion of local and school-based courses. The lower grade of primary school focuses on perception and experience, the upper grade and middle school focus on understanding and application, and the high school focuses on project creation and cutting-edge application.
Pay attention to the application ethics of AI education, and guide primary and secondary school students to use AI tools scientifically and rationally.
- Implement regular teaching and evaluation:
Co-ordinate relevant courses and after-school services to prevent overlapping. Focus on cultivating the ability to solve practical problems, and promote task-type, project-type and problem-type learning. Strengthen AI education, teaching and research, and set up a single AI education category selection.
To explore the integration of AI literacy into students’ comprehensive literacy evaluation system.
- Develop universal teaching resources:
AI education columns will be set up on the national smart education platform for primary and secondary schools.
Encourage the research and development of AI education and teaching resources to achieve joint construction and sharing. AI education bases will be set up in batches to enrich and improve teaching resources.
Promote the opening of AI venues in universities, research institutes and high-tech enterprises to primary and secondary schools.
- Construction of ubiquitous teaching environment:
To build a diversified and high-level AI education laboratory in primary and secondary schools.
Rely on the existing digital teaching environment and facilities and equipment upgrading and optimization. Universities, research institutes and high-tech enterprises are encouraged to participate in the construction of AI laboratories.
Strengthen the sharing of teaching places and teaching resources among schools.
- Promote large-scale teacher supply:
Strengthen the construction of AI education teachers, and enrich the team through recruitment, introduction, and transfer. Universities are encouraged to set up AI education-related majors to train future teachers.
AI education teacher training will be included in the plan to improve the professional level of teachers.
- Organize diversified exchange activities:
Schools are encouraged to enrich AI experience and practice through various forms of activities. Organize curriculum development and exchange activities to provide students with a display platform. We will strengthen the training of young talents in AI-related fields in the “Middle School Student Talent Program”.

- Strengthen organizational leadership:
The Ministry of Education has set up an expert committee on AI education. Local education administrative departments have established AI education leading groups, which are responsible for planning, coordinating, promoting and evaluating the work.
The school has established an interdisciplinary teacher collaboration mechanism to improve the level of AI education.
- Strengthen financial security:
Increase investment in AI education, support course resource development, teacher training, hardware facilities construction, etc.
Encourage and guide the support of social forces to form a diversified fund raising mechanism.
- Coordinate urban and rural areas:
We will increase support for schools in rural and remote areas to promote AI teacher mobility and curriculum connectivity.
Urban and rural schools should carry out pair help activities, share teaching experience, and improve the quality of AI education.
- Strengthen evaluation guidance:
The development of AI education will be incorporated into the education quality evaluation system, and regular assessment and evaluation will be carried out. Pay attention to the improvement of students’ AI literacy, and pay attention to the evaluation of innovative thinking and practical ability. Regularly organize and carry out national primary and secondary school students AI literacy and education achievements display and exchange activities.
